Delivery Perspective

 

RCP fulfils the needs of its beneficiaries through three strategic themes: Selection and Service Provision Process, Delivery or Key Strategic Intervention Projects and Service Standard or Work Streams.  The key driver of delivery is to understand and prioritise beneficiaries’ needs.  These needs continuously change from settling in a second home to resettling back home or in a third country.  It is through the understanding of the different needs of its beneficiaries that RCP will be in a position to develop and deliver relevant and noticeable offerings.   

 

Selection and Service Provision Process

 

RCP resources and capacity to deliver its core services are limited. For this reason, a four-stage selection process is utilised to ensure that resources are distributed and service provided to the neediest applicants. The selection process is fair and includes sometimes the assistance from community leaders. The following process unfolds during the selection and resource/service provision process using different forms that the RCP Intake Official completes and the applicant sign:   

 

Registration or Application: Applicants for all types of resources and or services are required to apply individually at RCP offices. The identity, address, short background and details of the application are collected through a registration form. RCP files this form for future references and for capturing in the electronic database after being signed by the applicant.

 

Interview or First Assessment: An RCP official conducts a short interview with the applicant in order to understand the service need and referral to a specialist within RCP.

 

Home Visit or Second Assessment: Upon completion of the interview and referral to the proper RCP Official, a home visit is arranged to assess the living condition of the applicant and gather additional information about his/her case.

 

Decision: After home visit, the RCP Official has two options. Firstly, s/he can reject the case, approve it (after consultation with the programme coordinator) if it is an urgent. Secondly, s/he refers the case to a staff weekly meeting for a decision. Decision of the meeting is communicated in writing to the applicant.
Appointment and Resources/Service Provision: If the application is successful, the applicant will be notified and requested to contact the appropriate RCP Official to be assisted.
For cases where material and financial assistance are not needed (advocacy, para-legal assistance and counselling…) the home visit is not necessary. Read more...
